MOE GOVERNMENT COULD BE BREAKING LAW WITH COAL COVERUP

Key Documents On Coal Refurbishment Being Withheld By Sask. Party Government
SASKATOON – The Sask. Party government is withholding key documents related to Scott Moe and Jeremy Harrison’s decision to spend billions extending the life of the province’s aging coal-fired power plants — despite the clear legal obligations under provincial Freedom of Information (FOI) laws.
On August 19, 2025, the Official Opposition requested documents from SaskPower and the Crown Investment Corporation into the Sask. Party’s decision to refurbish Saskatchewan’s aging coal plants instead of investing in less expensive forms of energy. The matter has now been referred to the Saskatchewan Information and Privacy Commissioner.

The cost of the coal refurbishment now expected to be at least $2.6B, nearly triple the $900 million estimate Harrison originally touted.

“The Sask. Party’s plan is high cost, high risk, and they’re trying to cover it up and hide the real cost from the public,” said Aleana Young, Shadow Minister for SaskPower. “If they had a plan for affordable and reliable power, they’d share it.  Just what exactly is this government trying to hide?”

The FOI request includes:
  • Documents detailing any costs associated with contracted third parties engaged to provide analysis that informed the decision to extend the life of SaskPower's coal plants.
  • Briefing notes, analysis, or studies that informed the decision to extend the life of SaskPower's coal plants.
  • Briefing notes or analysis related to proposals to convert the Shand power station to a natural gas fired power station.
  • Historic availability data for each of SaskPower's coal and natural gas fired generating stations over the last 10 years.
  • The agreement between SaskPower and the Southwest Power Pool announced on August 10, 2022.
The province has responded asking for a 30-day extension, nearly 200 days ago.

“Our request is pretty straight forward,” said Young. “Show Saskatchewan people the evidence, the cost projections, the risk assessments, the alternatives that were considered — and rejected.”

"Release the documents. It’s time for change.”

Yesterday, Carla Beck’s team released the Grid and Growth Plan: a practical, independently supported roadmap to deliver affordable, reliable electricity and strengthen Saskatchewan’s economy.
