Today Marks 44 Years Since Grant Devine Was Sworn In As Premier
REGINA — On the 44th anniversary of Grant Devine’s swearing in as Premier of Saskatchewan, Carla Beck’s team is warning the newly exposed plan by Scott Moe to sink $26 billion into a costly coal plan risks repeating one of the worst financial mistakes in Saskatchewan’s history.

“Frankly, Scott Moe is doing all he can to make Grant Devine look like a financial wizard,” said Kim Breckner, Shadow Minister for Trade & Export Development. “Grant Devine inherited a balanced budget and low debt, and after nine scandal-plagued years in office, Saskatchewan was left with an $800 million deficit and billions more in debt.
“Now, we’re seeing history repeat itself, only with Scott Moe at the wheel.”
This week, during Premier’s estimates, Beck revealed leaked SaskPower board documents showing the government’s coal refurbishment plan carries a staggering projected price tag of $26 billion.
For comparison, Saskatchewan’s entire 2026 provincial budget is approximately $22.2 billion. Saskatchewan’s total accumulated provincial debt since 1905 — the year the province was formed — is roughly $44 billion.
Breckner said the plan also poses a serious threat to Saskatchewan jobs and investment.
“This plan is reckless, irresponsible and it will saddle Saskatchewan families, workers and future generations with crushing debt,” Breckner said.
“Mining companies can invest anywhere in the world and oil and gas producers can deploy capital anywhere across North America. If Saskatchewan loses its competitive advantage because Scott Moe drives electricity costs through the roof, investment and jobs will leave this province.”
Saskatchewan people will pay for the coal boondoggle — people here already report the highest financial anxiety in all of Canada. People are already stretched to the limit paying more for groceries, more for gas, more for housing and more for insurance.
“Scott Moe has a choice,” Breckner said. “He can continue down this dangerous path and repeat the worst financial mistakes in Saskatchewan’s history, or he can listen to Saskatchewan people and stop this $26 billion madness before it’s too late.
“It’s time for change.”
