MASSIVE CROWN LOSSES UNDER MOE’S FAILED LEADERSHIP ROBBING CRITICAL FUNDING FOR HEALTHCARE, PUBLIC SERVICES

Sask. Party Pressing Ahead With Terrible Decisions That Have Spurred Record Losses At SaskPower 
REGINA – Carla Beck’s team is calling out Scott Moe for fundamentally changing the purpose of Saskatchewan's gaming profits and diverting desperately needed funding away from healthcare, education and other frontline public sectors. 

In the same year SaskPower posted the largest loss in its history — a $301 million gross loss — Scott Moe and Jeremy Harrison diverted Saskatchewan gaming revenues to help prop up failing Crown finances instead of supporting frontline public services. 

For years, profits from Saskatchewan Gaming helped fund healthcare, education, and other essential services Saskatchewan families rely on. Now, those revenues are increasingly being used to cover losses and declining profitability inside Saskatchewan’s utility Crowns — including a $185 million subsidy to SaskPower. 

"The reality is this: SaskPower and other utility Crowns once generated hundreds of millions of dollars in returns for the people of Saskatchewan," said Aleana Young, Shadow Minister for SaskPower and Crown Investments Corporation.  

"After years of political interference, bad planning, and costly decisions, Scott Moe and Jeremy Harrison are now relying on gambling revenues to help cover the gap." 

An analysis of financial results released Tuesday shows that, for the first time, Saskatchewan’s utility Crowns collectively recorded a loss. In 2025-26, the utility Crowns posted a cumulative loss of approximately $67 million.  

At the same time, Lotteries and Gaming Saskatchewan generated approximately $240 million in net earnings after General Revenue Fund payments in 2025-26. Those profits effectively offset losses at SaskPower. 

The financial statements also show that the utility Crowns are no longer contributing dividends to the General Revenue Fund. Saskatchewan's utility Crowns helped fund public services for decades, but they have now failed to provide any dividend contribution for three consecutive years.  

"The Sask. Party has mismanaged our Crown utilities so badly that we need gambling profits to subsidize them instead of funding public services,” Young said. “This is the same government that killed STC and the public liquor stores because they ‘weren’t profitable’. One by one, they continue to run our Crowns into the ground before shutting them down or privatizing them.  

“Clearly, it’s time for change.”
