Serial Offender Released, Then Detained Again Over Weekend In Saskatoon
SASKATOON – Carla Beck and her team are calling for increased funding for police and victims and a tougher approach to serial voyeurism after a sexual offender with a long history of spying on women was detained just hours after being released from prison.

“We need to get tough on sexual offenders, full stop,” said Carla Beck, Saskatchewan NDP Leader. “We need more law enforcement resources to crack down on crime like this and Criminal Code reforms, especially for a serial offender likely to reoffend.
“We’ve heard from victims of this man who say that they still do not feel safe in their own homes and that’s unacceptable.
“We need to fight crime and take real, meaningful action to improve public safety and tackle the root causes of crime.”
Kyle Hameluck was convicted of dozens of voyeurism-related offenses and released over the weekend before being detained again hours later for breaching conditions, after police warned he was likely to reoffend.
Hameluck was sentenced in October 2025 to just under three years jail time — that term was expected to be reduced to about seven months with credit for time served. Hameluck pleaded guilty to 38 counts of voyeurism in 2020 as well for offences committed while he was on probation for voyeurism and indecent assault convictions from 2017.
According to Statistics Canada, Saskatchewan had the second-highest voyeurism rate in the country in 2024, continuing a troubling decade-long trend in which Saskatchewan has ranked first or second last among the provinces for voyeurism in eight of the past 10 years.
“I commend the Saskatoon Police for getting this man back off our streets quickly after he allegedly broke the conditions of his parole, but we cannot let this happen a third time,” said Vicki Mowat, Saskatchewan NDP Deputy Leader. “Clearly, we need harsher sentences for serial offenders. There has been such widespread public backlash to what happened over the weekend. I am calling on the Federal Government to respond to this situation appropriately and do what’s necessary to ensure it doesn’t happen again.”
Nicole Sarauer, Justice Shadow Minister, added: “It’s long past time the Sask. Party properly fund our police departments and victim supports in this province, and that can start with massive funding increases in this upcoming budget.”
